Job description:

UNOPS Thailand Operations Hub (THOH) is under the UNOPS Asia Regional Office and has been established to better support, develop and oversee the UNOPS portfolio of projects in South East Asia and the Pacific.

Located in Bangkok, Thailand, the Hub comprises two main offices –THOH Thailand and THOH Indonesia and its current portfolio spans HR transactional services, financial management services, procurement services and project implementation services currently being provided to a wide range of other UN entities, INGOs and Governments/Government agencies in South East Asia and the Pacific.

THOH Thailand delivers HR Transactional services on behalf of Global clients. Through this service provision stream, THOH Thailand enhances the operational capacity of UNOPS to serve partners with large-scale and high volume HR services through need-driven corporate level project services. In support of, and to best serve client's needs, THOH Thailand has developed and utilizes standardized and unified systems and processes born of extensive experience that ensures the highest quality of services and cost-effectiveness for partners.

Reporting to the Project Manager (PM), who provides general guidance and supervision, the Project Finance Analyst supports the PM in monitoring all aspects of project financial progress and implementation, identifying operational and financial problems and assists in resolving them and taking appropriate action. S/He provides support to the Project Manager in all aspects of the project finance including  Engagement Acceptance, Project Budget Preparation and cost recovery, Monitoring of donor contributions and project financial expenditures, Financial Reporting, Project closure, financial oversight, Finance knowledge management and support.

Project budgeting and cost recovery

  • In consultation with the Project Manager, prepare Engagement budget and project budget as per UNOPS Financial Rules and Regulation, cost recovery guidelines and the valid agreement with respective partners
  • Support engagement amendment, review budget submission and assist to get the budget approved
  • Support the implementation of Work Packages within the project as and when required    
  • In consultation with the PM and relevant stakeholders, assist in preparing amendments of Agreements and Budget revisions and initiate corrective action when necessary
  • Review and update of guidelines, procedures in light of changing circumstances or for the purpose of complying, streamlining and/or strengthening of existing financial and budgetary controls

Project financial monitoring

  • Support the Project Manager in monitoring financial performance including budget, delivery, revenue, cost recovery, cash flow and engagement additions against YTD targets
  • Monitor recorded expenditures and related contributions to ensure timely and accurate accounting contribution
  • Monitor project cash against signed agreements with the partners and follow up for due payments
  • Monitor project commitment and expenditures against signed budget and project cash
  • Alert the Project Manager or any financial shortfalls and over-expenditures
  • Reconcile project expenditure/revenues as recorded in the General Ledger on a regular basis
  • Reconcile expenditure reported from financial dashboard
  • Review and confirm appropriateness of operational transactions processed as per applicable policies, regulations, rules and guidelines
  • Report portfolio financial performance status to the PM regularly

Financial analysis and client reporting

  • Conduct regular analysis of projects financial data and report status to the PM for necessary action
  • Ensure all the engagements are updated upon changes requested by partners
  • Maintain all supporting project financial documents for audit and review processes
  • Ensure project data entered in UNOPS ERP (Enterprise Resource Planning) system are accurate
  • Coordinate with Finance Unit for cost recovery posting and regular monitoring of portfolio performance.
  • Prepare budget forecast, regular financial reports as per project agreement and ad-hoc reports as requested.
  • Assist in the implementation of reporting system and reports to meet funding source requirement
  • Prepare periodic financial reports to funding source and partners in compliance with established reporting requirements
  • Maintain records of project files and other supporting documents

Project financial closure

  • Assist the Project Manager in the preparation of project completion reports and ensure compliance with contractual obligations
  • Assist in proper closure (operational and financial) of projects and settlement of balances with funding source/Partner
  • Act as Engagement Closure Manager for assigned portfolio and ensure that projects that come on an end are closed in a timely manner and reflect correct closure status in oneUNOPS.

Finance knowledge management and support

  • Support the documentation of requirements from donor agreements in regards to budgeting, cash flow, cost recovery, accounting, reporting and project closure.
  • Support the collection, documentation and maintenance of finance knowledge in the new UNOPS knowledge management platform in areas of expertise.
  • Prepare notes, guidelines, and replies relating to or arising from implementation of project finance procedures.
  • Support finance management on other financial matters as required

The effective and successful achievement of results by the Project Finance Analyst directly impact on the availability of UNOPS’ financial resources to effectively develop and implement the organization’s programmes and projects.  It enhances the organizations financial and programme performance, demonstrating UNOPS’ effective stewardship of donor and partner funds. These promote the credibility of the organization as an effective service provider in project services and management.

Development and Operational Effectiveness

  • Strong knowledge and experience of project and portfolio management operations and ability to link knowledge to UNOPS HR, Finance and Admin policies, processes and frameworks.
  • Proven track record of successfully supporting/implementing a broad range of HR and Administrative support services, ensuring efficient and effective project delivery, adapting to the needs of the client.
  • Understanding of UNOPS business, operational environment and its clients as well as the UN mandate.
  • Ability to promote integrity and business ethics; demonstrate judgment, trust and open communication; ability to ensure effective team work, collaborative behaviour and team spirit.
  • Ability to develop collaborative relationship with external partners and highly respected by peers and staff throughout the organization as well as by clients and other partners.

Communications and Management

  • Demonstrates maturity and an ability to manage partner needs and requests, based on strong understanding of UNOPS Finance processes and systems to ensure efficient and effective service delivery
  • Builds strong relationships with portfolio team and clients, focuses on impact and result for the client and responds positively to feedback.
  • Accountability and ability to perform functions under pressure and in a politically sensitive environment
  • Strong analytical and communication skills, including ability to plan and execute multiple parallel HR, Finance and Admin processes

Education:

  • CPA or Advanced university degree (Master's or equivalent)  in Business Management, Business Administration, Finance, Accounting, , International Relations, Development Studies or other related field in combination with 2 additional years of relevant experience is required
  • A first-level university degree in combination with 4 additional years of relevant experience is considered as equivalent.

Experience:

  • Minimum of 4 years relevant and progressive professional experience in experience in accounting with responsibility for project accounting and preparation of financial reports in an international organization in providing financial management services;
  • At least 1 year of work experience in financial reporting is required
  • Experience in project budgeting, and budget and financial analysis required
  • Experience in the usage of computers and MS Office. Experience using ERP systems an added advantage
  • Hands-on experience with oneUNOPS a distinct advantage
  • Knowledge of UNOPS financial rules and regulations;
  • Knowledge of relevant UNOPS systems, policies and procedures an added advantage

Language:

  • Fluency in English is required.
